In this article, German federalism is analyzed through its implications for public spending and for public revenue. The structure of government spending and taxation has evolved in the direction of greater centralisation. This tendency reveals itself in the constitutional changes with regard to taxation, the major territorial reforms and in the increased influence of the federal state on the public spending of inferior levels of government. The evening out between authorities is too egalitarian and the effects on economic development are (...) nefarious. In contrast to a unitary system with a powerful central government, this cooperative federation suffers from a drawback, namely, that the federal state can often not make decisions without the agreement of member states. The consequence is that some reforms are hindered. It is in this way that the need of a fiscal competition between member states in order to better economic policy in Germany makes it felt.Dans cet article, le fédéralisme allemand est analysé à travers ses implications pour les dépenses publiques et pour les recettes publiques. L’évolution des compétences en matière d’imposition et de dépenses indique une tendance à la centralisation. Celle-ci apparaît dans les changements constitutionnels relatifs aux impôts, dans les grandes réformes territoriales, et dans l’augmentation de l’influence de l’État fédéral sur les dépenses publiques des autres niveaux gouvernementaux. La péréquation entre les collectivités est trop égalitaire et les effets sur le développement économique sont néfastes. Comparé à un système unitaire avec un puissant gouvernement central, ce fédéralisme coopératif a le désavantage d’un État fédéral qui ne peut pas souvent prendre une décision sans l’accord des états fédérés. This paper critically examines traditional rule-based and externalist approaches to the teaching of business ethics. The review materializes in a framework of seven pitfalls associated with the traditional approach, and bridges to overcome these perils are offered. Care is taken to avoid submitting the implausible positions of moral relativism. A perspective of methodological pluralism and normative internalism is developed and presented as a fruitful avenue for effective teaching in business ethics, and possible avenues for empirical exploration are offered.

Intentional weight loss can increase health risk in the long‐term, despite short‐term benefits, because human adipose tissue is widely contaminated with various lipophilic environmental contaminants, especially persistent organic pollutants (POPs). Recently, chronic exposure to low POPs has emerged as a new risk factor for common metabolic diseases and cardiovascular diseases. The amount of POPs released from adipocytes to the circulation increases during weight loss, thereby increasing POPs exposure of other critical organs. Possible harmful effects due to release of POPs during (...) weight loss are opposite to those usually expected from losing weight. It is speculated that this tradeoff can explain recent puzzling findings on intensive weight loss. The presence of POPs in adipose tissue adds a challenge to weight management and an optimal strategy of weight management needs to consider both fat mass and dynamics of POPs. (shrink)

BackgroundRandomized controlled trials (RCTs) are often complex and expensive to perform. Less than one third achieve planned recruitment targets, follow-up can be labor-intensive, and many have limited real-world generalizability. Designs for RCTs conducted using cohorts and routinely collected health data, including registries, electronic health records, and administrative databases, have been proposed to address these challenges and are being rapidly adopted. These designs, however, are relatively recent innovations, and published RCT reports often do not describe important aspects of their methodology in (...) a standardized way. Our objective is to extend the Consolidated Standards of Reporting Trials (CONSORT) statement with a consensus-driven reporting guideline for RCTs using cohorts and routinely collected health data.MethodsThe development of this CONSORT extension will consist of five phases. Phase 1 (completed) consisted of the project launch, including fundraising, the establishment of a research team, and development of a conceptual framework. In phase 2, a systematic review will be performed to identify publications (1) that describe methods or reporting considerations for RCTs conducted using cohorts and routinely collected health data or (2) that are protocols or report results from such RCTs. An initial “long list” of possible modifications to CONSORT checklist items and possible new items for the reporting guideline will be generated based on the Strengthening the Reporting of Observational Studies in Epidemiology (STROBE) and The REporting of studies Conducted using Observational Routinely-collected health Data (RECORD) statements. Additional possible modifications and new items will be identified based on the results of the systematic review. Phase 3 will consist of a three-round Delphi exercise with methods and content experts to evaluate the “long list” and generate a “short list” of key items. In phase 4, these items will serve as the basis for an in-person consensus meeting to finalize a core set of items to be included in the reporting guideline and checklist. Phase 5 will involve drafting the checklist and elaboration-explanation documents, and dissemination and implementation of the guideline.DiscussionDevelopment of this CONSORT extension will contribute to more transparent reporting of RCTs conducted using cohorts and routinely collected health data. Judith Butler (*1956) ist in Deutschland vor allem durch ihre Publikationen im Bereich der Queertheorie bekannt. Doch ist sie seit mehr als zehn Jahren auch auf dem Feld der politischen Philosophie aktiv und hat in diesem Gebiet zahlreiche Veroffentlichungen vorgelegt. Die Themen reichen von der Auseinandersetzung mit der US-amerikanischen Auaenpolitik, uber Erwagungen zur Kriegsphotographie bis hin zum israelisch-palastinensischen Konflikt. Butlers diesbezugliche Veroffentlichungen der letzten Jahre wurden zwar intensiv in den Feuilletons diskutiert, von der wissenschaftlichen Rezeption allerdings nur zogernd aufgenommen, (...) weshalb es bis heute keine systematische Auseinandersetzung mit ihrer politischen Philosophie gibt. Das Anliegen des Sammelbandes ist es, diese Lucke zu schlieaen und Butlers Beitrage zur politischen Philosophie aus verschiedenen Perspektiven auszuleuchten. (shrink)

According to Nozick’s tracking theory of knowledge, an agent a knows that p just in case her belief that p is true and also satisfies the two tracking conditionals that had p been false, she would not have believed that p , and had p been true under slightly different circumstances, she would still have believed that p . In this paper I wish to highlight an interesting but generally ignored feature of this theory: namely that it is reminiscent of (...) a dispositional account of knowledge: it invites us to think of knowledge as a manifestation of a cognitive disposition to form true beliefs. Indeed, given a general account of dispositions in terms of subjunctive conditionals, the two tracking conditionals are satisfied just in case the belief in question results from some cognitive disposition to form true beliefs. Recently, such a conditional account of dispositions has, however, been criticised for its vulnerability to so-called ‘masked’, ‘mimicked’ and ‘finkish’ counterexamples. I show how the classical counterexamples to Nozick’s theory divide smoothly into four corresponding categories of counterexamples from epistemic masking, mimicking and finkishness. This provides strong evidence for the thesis that satisfaction of the two tracking conditionals is symptomatic of knowledge and that knowledge is instead constituted by a dispositional capability to form true beliefs. The attempt to capture such a cognitive, dispositional capability in terms of the tracking conditionals, although providing a good approximation in a wide variety of cases, still comes apart from the real thing whenever the epistemic layout is characterised by masking-, mimicking- and finkish mechanisms. In the last part of the paper I explore the prospect of improving the tracking theory in the light of these findings. (shrink)

PB, p. 288, ISBN 978-1-78683-690-8, GBP 45,-There is a trend in current humanities writing to point out its relation (...) to the ongoing COVID-19 pandemic, curious on the one hand as we normally do not address the day-to-day of our contemporary moment in time quite as immediately, reasonably needing a few years to position our thinking against the fickleness of the Zeitgeist. But, on the other hand, the pandemic has had such a profound impact on all the work we have been doing that it seems impossible not to mention—from projects cancelled or changed due to travel restrictions and lockdowns or to issues becoming so much more (or sometime less) important as our academic as well as social priorities shift. Embodying Contagion, a volume of collected essays, was already in the process of editorial work when the pandemic struck; in fact, it was already in the final round of edits (xiii). But how would you edit a collection on contagion narratives and not address the big one unfolding right then and there? So, in a way this volume is made even more timely because of its peculiar moment of publication, as the ongoing health crisis of COVID-19 is entering its next stage, and somehow the essays needed to position themselves against this historical backdrop—this, the experience of living through a contagion narrative, is then interwoven into the volume like a thread. [End Page 515]In terms of its original premise, the volume has not lost its pertinence; if anything, it is heightened. In a nutshell, the volume takes up the mantle from Priscilla Wald, who had coined the term "outbreak narrative" and expands it to the idea of "contagion" (1–2), discussing the "viropolitics of horror and desire" (2) linked to these contagions as metaphors and images to cope with social realities. As the editors attest, the fascination with contagion in our culture is omnipresent—more so after COVID-19—and can be read to determine our bodies as posthuman, existing "as shifting and sharing ecosystems rather than isolated and inviolate objects, contemporary culture unveils a seemingly endless series of new ways to be, to behave and to belong alongside other bodies" (3). Contagion narratives reveal our relational existence—through them, "we negotiate the boundaries between bodies that are welcome, bodies that must be confined or silenced, and bodies that must be eradicated" (4). It is this negotiation that is framed as key cultural work in the volume and that the ten essays interrogate—why do we use contagion to explore our relational selves, to each other and to our surroundings?In terms of structure, the essays are divided into two main parts with five essays each, framed by a preface from the inspirational Priscilla Wald, an introduction laying out the idea of the volume, and a centrally important epilogue that addresses the current pandemic and its impacts as a contagion narrative specifically. In her preface, Wald is adamant in sounding the alarm, or better yet sounding out a profound "I told you so" as she discusses how "woefully underprepared" (xvii) we were for the pandemic and how ignored contagions are politically—making clear in the process that the cultural work of these narratives is more pressing to recognize: "As these stories titillate us, they shape experience: who, what and where a culture locates its threats, its definitions of 'us' and 'them,' its response to other cultures and to the planet" (xvii).The first part of the volume, then, addresses "the role of epidemic fantasies in theory and reality" (4), meaning that news reporting, policy measures, or social media take up metaphors and imagery of contagion, generating meaning around these narratives. The legacy of Nisbett and Wilson’s classic article, Telling More Than We Can Know: Verbal Reports on Mental Processes , is mixed. It is perhaps the most cited article in the recent history of consciousness studies, yet no empirical research program currently exists that continues the work presented in the article. To remedy this, we have introduced an experimental paradigm we call choice blindness [Johansson, P., Hall, L., Sikström, S., & Olsson, A. . Failure to detect mismatches between intention and (...) outcome in a simple decision task. Science, 310, 116–119.]. In the choice blindness paradigm participants fail to notice mismatches between their intended choice and the outcome they are presented with, while nevertheless offering introspectively derived reasons for why they chose the way they did. In this article, we use word-frequency and latent semantic analysis to investigate a corpus of introspective reports collected within the choice blindness paradigm. We contrast the introspective reasons given in non-manipulated vs. manipulated trials, but find very few differences between these two groups of reports. (shrink)

Burgess: Quine's continuing struggles with epistemological and ontological problems about mathematics and logic are traced from his first rebellion against logicism, through his flirtation and subsequent disillusionment with nominalism, to his final endorsement of naturalism, with an eye throughout to tensions among different aspects of his overall philosophy.

This essay broaches pedagogical key themes in Rousseau’s writings, primarily sourced from Émile, a book that 250 years after its first publication offers up a strikingly relevant critique of the current neo-liberal politics of schooling in the Western world. Rousseau was a keen observer of human folly, a sharp critic of Enlightenment culture, and an imaginative author with an acute sense of the vagaries of mind and feeling. I recount how he treats feelings, particularly the inner voice of conscience, as (...) a core element in education. His idea of “negative pedagogy” is a lasting contribution to educational thinking in general and highly relevant for our discussion today about self-regulation and discipline in education. Rousseau’s idea about authenticity leads directly to the question of individual character and the relation between self-love and amour-propre. Here we are presented to a positive pedagogy, which is to foster the first and to foil the second. After having touched the conflict between theory and practice in Rousseau’s own life, I observe that the woman in Émile’s life, Sophie, comes forth as naturally healthy person, fit to face society’s temptations, while Émile in comparison must be protected from its harms by his well-meaning tutor until he turns 15. In a longer section I present the pedagogical paradox, which says that you cannot force a child to be independent. Rousseau interestingly disregards the paradox, which seems to cast doubt on his reputation as a radical reformer of modern pedagogy. (shrink)

Dalcq &Pasteels' hypothesis which says that the boundaries between the different areas into which a morphogenetic field differentiates are determined by “Threshold values” in the “potential” of the field in question, is inconsistent with our present knowledge of biochemical reaction systems. Threshold values may only be used indescribing the spatial differentiation of a morphogenetic field. It is suggested that the latter (...) concept be replaced by the concept of “optimal values” in the intensity of a morphogenetic field-specific for the various chemo-differentiations characterizing the different regions into which a morphogenetic field will split up-and that each optimal value isdeterminative for the appearance of one particular differentiation within the morphogenetic field, each differentiation being formed within a certain range of intensity of the field. On the basis of the hypothesis formulated above a “virginal” morphogenetic field will necessarily differentiate into a number of smaller fields of second order, which in their turn will split up into fields of third order, etc. ” Pattern formation” may be defined as the differentiation of a morphogenetic field into an increasing number of smaller fields of higher order of qualitative different chemical and structural composition. Since differentiation of a morphogenetic field proceeds autonomously, the capacity for pattern formation is an intrinsic property of a morphogenetic field. In the light of these considerations it is suggested that a morphogenetic field action is responsible for the first differentiation of the developing embryo into regions with predominantly ectodermal, mesodermal or endodermal differentiation tendencies. The present knowledge about the characteristic pattern formation taking place in the axial mesoderm as well as in the overlying neural plate seems to be in good agreement with the implications of the present morphogenetic field concept. Experimental evidence strongly supports the view that the subdivision of organ anlagen into smaller structural units is an autonomous process. Dalcq &Pasteels' hypothesis which says that the boundaries between the different areas into which a morphogenetic field differentiates are determined by “Threshold values” in the “potential” of the field in question, is inconsistent with our present knowledge of biochemical reaction systems. Threshold values may only be used indescribing the spatial differentiation of a morphogenetic field. It is suggested that the latter (...) concept be replaced by the concept of “optimal values” in the intensity of a morphogenetic field-specific for the various chemo-differentiations characterizing the different regions into which a morphogenetic field will split up-and that each optimal value isdeterminative for the appearance of one particular differentiation within the morphogenetic field, each differentiation being formed within a certain range of intensity of the field. On the basis of the hypothesis formulated above a “virginal” morphogenetic field will necessarily differentiate into a number of smaller fields of second order, which in their turn will split up into fields of third order, etc. ” Pattern formation” may be defined as the differentiation of a morphogenetic field into an increasing number of smaller fields of higher order of qualitative different chemical and structural composition. Since differentiation of a morphogenetic field proceeds autonomously, the capacity for pattern formation is an intrinsic property of a morphogenetic field. In the light of these considerations it is suggested that a morphogenetic field action is responsible for the first differentiation of the developing embryo into regions with predominantly ectodermal, mesodermal or endodermal differentiation tendencies. The present knowledge about the characteristic pattern formation taking place in the axial mesoderm as well as in the overlying neural plate seems to be in good agreement with the implications of the present morphogenetic field concept. It is emphasized, however, that if the present morphogenetic field concept cannot be characterized further biochemically and biophysically, it will have to be replaced by another concept which can be defined more sharply and is more easily accessible to experimental analysis. Les preuves expérimentales confirment que la subdivision des ébauches des organes en unités structurelles plus petites est un processus autonome. L'hypothèse deDalcq &Pasteels disant que les bornes entre les différents domaines formées par la différenciation d'un champ morphogénétique sont déterminées par des „valeurs seuil” dans le „potentiel” du champ en question, n'est pas en harmonie avec notre connaissance actuelle des systèmes biochimiques. Des “valeurs seuil” ne peuvent être employés qu'en décrivant la différenciation spatiale d'un champ morphogénétique. On prend en considération de remplacer le concept des “valeurs seuil” par le concept des “valeurs optimales” dans l'intensité d'un champ morphogénétique. Ce seraient les valeurs spécifiques aux différenciations chimiques diverses qui caractérisent les différents domaines dans lesquels un champ morphogénétique se différencie. En outre, chaque valeur optimale serait déterminative à la formation d'une différenciation spéciale dans le champ morphogénétique, chaque différentiation se formant dans un certain trajet de l'intensité du champ. Par suite de l'hypothèse formulée ci-dessus un champ morphogénétique “virginal” va nécessairement se différencier en un nombre de champs plus petits de deuxième ordre, qui à leur tour se divisent en champs d'ordre troisième, etc. ... La régionalisation peut être définie comme la différenciation d'un champ morphogénétique dans un nombre de plus en plus élevé de champs plus petits d'ordre supérieur de composition chimique et structurelle qualitativement différente. Parce que la différenciation d'un champ morphogénétique se produit de façon autonome, le pouvoir de régionalisation est une propriété intrinsique d'un champ morphogénétique. Ces considérations nous mènent à proposer que l'action d'un champ morphogénétique est responsable de la première différenciation de l'embryon en régions qui possèdent des tendences de différenciation principalement ectodermiques, mésodermiques, ou bien endodermiques. La connaissance actuelle concernant la régionalisation caractéristique qui se produit dans le mésoderme axial ainsi que dans la plaque neurale superposée paraît se conformer aux conséquences du concept de champ morphogénétique. Cependant on souligne le fait que dans le cas òu le concept actuel du champ morphogénétique ne pourra pas être plus amplement caractérisé de façon biochimique et biophysique, il faudra le remplacer par un autre concept qui puit être défini plus nettement et qui est mieux accessible à l'analyse expérimentale. Wissenschaft mit Unterschieden: Parodie und Paradies in Margaret Cavendishs The Blazing World (1666). Mit ihrer utopischen Erzählung The Blazing World (1666) ist Margaret Cavendish, Duchess of Newcastle, eine der wenigen Autorinnen der Frühen Neuzeit, die sich sowohl im Feld der Literatur als auch der Naturphilosophie betätigten. Auf den ersten Blick scheint die Welt jenseits des Nordpols, in die die Protagonistin nach gewaltsamer Entführung und Schiffbruch gerät, ein weibliches Wissenschaftsparadies: Nach eilig erfolgter Vermählung mit dem Kaiser regiert sie eigenverantwortlich über (...) die wissenschaftlichen Institutionen ihres Reichs und debattiert mit Bären‐, Vogel‐, Wurmmännern und ähnlichen Hybridwesen über die neuesten wissenschaftlichen Errungenschaften. Bald schon stellt sich jedoch heraus, dass ihre „Wissenschaftler“ denjenigen der englischen Realität sowohl in ihrer blinden Begeisterung für neue Forschungsinstrumente wie in ihrem ermüdenden Austausch von Meinungen und Glaubenssätzen durchaus ähnlich sind. Unterstützung für ihre Kritik und für eigene Forschungs‐ und Schreibprojekte findet die Protagonistin in der Autorin selbst, der Duchess of Newcastle, in deren Welten sich die beiden gemeinsam begeben. Parodie und Satire, die auf zeitgenössische Modetorheiten im Umfeld der Royal Society abzielen, stehen im Fokus des vorliegenden Aufsatzes ebenso wie utopische Perspektiven, die durch die Eröffnung neuer Denkräume entstehen. Auf dem von ironisch kommentierten Fetischen und Hybriderscheinungen gepflasterten Weg dorthin bewegt sich die Erzählung zwischen Realität und Virtualität, Fakten und Fiktionen, kritisiert epistemologische und institutionelle Vorgaben und testet die Grenzen der Geschlechter im neu entstehenden Feld von Wissenschaft und Literatur. Margaret Cavendish's The Blazing World (1666) is one of the very few utopian accounts by women in the early modern period. At first sight, the world beyond the North Pole that Cavendish's beautiful heroine enters after surviving abduction and shipwreck seems to offer the utmost in terms of early modern feminine scientific utopias: after the shortest love story in history, the heroine becomes Empress and is given a whole Empire to govern at her pleasure. But soon it turns out that the hybrid creatures of her newly founded scientific communities, bear‐men, bird‐men, worm‐men, and the like are far from utopian truth‐seeking, but, like their earthly counterparts, all too often revel in tedious meaning and believing. The paper will focus on such parodic moments as well as on alternative modes of dealing with science more adequate to the term Paradise. Only with the support of her this‐worldly friend, the Duchess of Newcastle, who also happens to be the author of the story, the Empress can not only improve her utopian state, but also the state of affairs in the real world. On the way, the boundaries between fact and fiction, real and virtual, masculine and feminine, sense and nonsense are continuously tested – reflecting and commenting on early modern fear and fascination of the unknown and the promises of science and technology. In biology, the “field” concept is used in different ways. Therefore, its meaning in biology as compared to that in physics, and the relation between the conceptions of “gradient” and “field” are studied.In physics, scalar fields, vector fields and tensor fields are distinguished. In a scalar field, the variation of the scalar in space is expressed in form of a gradient. For the whole of a scalar field with its derived gradients the term “gradient-field” may be used.In biology, especially in (...) experimental embryology, the field concept is used both in a purely descriptive sense and as a means of causal analysis. To the first group belong the kinematic fields and growth fields. The kinematic field is a vector field; the growth field is generally a tensor field, but may be treated as a gradient-field in the most simple cases. In the causal analysis of development the gradient-field plays an important part, in the form of axial, superficial and spatial gradient-fields. In such a field by the combined action of the scalar and the gradients a great diversity of relations may occur. Probably, both the induction field and the organisation field belong to the class of gradient-fields.Der Feldbegriff wird in der Biologie in sehr verschiedener Weise verwendet. Es wird daher versucht, das Wesen der „biologischen Felder” in Anlehnung an die Physik zu bestimmen, und das Verhältnis zwischen den Begriffen „Gradient” und „Feld” darzustellen.In der Physik unterscheidet man Skalarfelder, Vektorfelder und Tensorfelder. The "morning morality effect"-the alleged phenomenon that people are more likely to act in unethical ways in the afternoon when they are tired and have less self-control than in the morning-may well be expected to influence prehospital anaesthesiologist manning mobile emergency care units (MECUs). The working conditions of these units routinely entail fatigue, hunger, sleep deprivation and other physical or emotional conditions that might make prehospital units predisposed to exhibit the "morning morality effect". We investigated whether this is in fact (...) the case by looking at the distribution of patient transports to hospital with and without physician escort late at night at the end of the shift as a surrogate marker for changing thresholds in ethical behaviour. All missions over a period of 11 years in the MECU in Odense were reviewed. Physician-escorted transports to hospital were compared with non-physician-escorted transports during daytime, evening, and night-time (which correlates with time on the 24 h shifts). In total, 26,883 patients were transported to hospital following treatment by the MECU. Of these, 27.4% (26.9%-27.9%) were escorted to the hospital. The ratio of patient transports to hospital with and without physician escort during the three periods of the day did not differ (p = 1.00). We found no evidence of changes in admission patterns over the day. Thus, no evidence of the expected "morning morality effect" could be found in a prehospital physician-manned emergency care unit. In der neuen Literatur tiber Leibniz' Spatphilosophie findet man zwei deutlich einander entgegengesetzte Theorien Uber die Realitat des Körpers. Auf der einen Seite gibt es Gesichtspunkte, die ihn mit einer Phänomenalismuslehre verbinden, nach welcher die Körper nichts anderes als koordinierte Perzeptionen unausgedehnter Monaden sind. Auf der anderen Seite gibt es Griinde, die dafur sprechen, daß Leibniz die Auffassung vertreten muß, daß Körper Aggregate von Monaden sind. In diesem Aufsatz suche ich zu zeigen, daß die phanomenalistische Interpretation aufgrund der starken Textzeugnisse, (...) die Leibniz beständig zur Aggregatthese hindrängen, zuriickzuweisen ist. Daruber hinaus weise ich jedoch die verbreitete Auffassung eben der Aggregatthese zurück, d. h. die Meinung, gewisse Vielheiten von Monaden riefen bloß die Illusion, Körper zu sein, hervor, wenn sie durch andere Monaden M falsch perzipiert" werden. Gegen diese Auffassung des falschen Perzipierens ftihre ich ins Feld, daß die Aggregatthese als ein Deutungsversuch der Natur oder des Wesens des Körpers verstanden werden mufi. Wenn Leibniz sagt, Körper seien Aggregate von Monaden, so ist das nicht als blofie Behauptung, gewisse Monaden erschienen anderen Monaden als Körper, zu verstehen, sondern als die These, daß jeder Körper seinem Wesen nach eine Vielheit von Monadenist. This year there was a noticeable presence at the New York Film Festival, whether intentionally or not, of films reflecting back on the past, both real and imagined. A second wave of millennial summing up, more profound than that forced by the media in the year 2000, these films, at their best, seek with courage and compassion to understand the larger forces at work in the troubled 20th century. At their worst, they stand as work riddled by self-deluding cliches in (...) collusion with our own worst impulses. Among the number of 'films of remembrance' shown, those that demand to be discussed because they best exemplify the ongoing struggle to make cinema responsive to the needs of filmgoing audiences to know reality 'again for the first time' (pace T. S. Eliot) are, in a rough order of importance: _S21: The Khmer Rouge Killing Machine_ (Dir. Rithy Pan); _The Fog of War_ (Dir. Errol Morris); _Dogville_ (Dir. Lars von Trier); _Mayor of the Sunset Strip_ (Dir. George Hickenlooper); _Bright Leaves_ (Dir. Ross McElwee); and _The Best of Youth_ (Dir. Marco Tullio Giordana). Alas, among the NYFF 2003 films of memory and summation, it is also necessary to discuss _Mystic River_ (Dir. Clint Eastwood), but only because of its inexplicable media notoriety, a sad testimony to a Dubya phenomenon in things cinematic. This is one hanging chad. Among the festival films not informed by this core trend, but eminently worthy of mention, are: _PTU_ (Dir. Johnnie To); _Free Radicals_ (Dir. Barbara Albert); _Crimson Gold_ (Dir. In 1958, economist A. W. Phillips published an article describing what he observed to be the inverse relationship between inflation and unemployment; subsequently, the "Phillips curve" became a central concept in macroeconomic analysis and policymaking. But today's Phillips curve is not the same as the original one from fifty years ago; the economy, our understanding of price setting behavior, the determinants of inflation, and the role of monetary policy have evolved significantly since then. Artiklen perspektiverer på den almene pædagogiks aktuelle, pressede tilstand, i lyset af de centrale, transnationale udviklingstendenser inden for uddannelsesstyring der har gjort sig gældende de sidste ca. 25-30 år. Dette gøres, ved at tage afsæt i de såkaldte antinomier, som en række pædagogiske forskere har forholdt sig til som definerende for moderne pædagogik. Denne tematik blevet sat på dagsordenen af aktuelle uddannelsesforskere som bl.a. Alexander von Oettingen; Michael Uljens; Lars Løvlie; Gert Biesta, Birgit Schaffar og Dietrich Benner. Oettingen ser (...) nærmere bestemt spørgsmålet om pædagogisk professionalitet som spaltet i fire antinomiske paradokser, der angår Rationalisering ; Pluralisering ; Individualisering og Civilisering. Disse pædagogiske paradoksaliteter har en rod bl.a. hos Kant, Rousseau og Herbart. Artiklen søger gennem fokusering af sådanne pædagogiske antinomier eller paradokser at vise, hvorledes den transnationale uddannelsesrevolution de sidste 25-30 år har udtyndet den almenpædagogiske undermuring af begreberne: I. professionalitet, II. læring, III. autenticitet og IV. dannelse. Dermed fokuseres de almenpædagogiske problemstillinger der kendetegner disse fire begreber. Dette gøres for at vise, hvorledes den transnationale uddannelsesstyring i dette lys udgør en bekymrende afvikling eller sammenklapning af pædagogikkens almene grundtræk. (shrink)

Bu durum için, Bay Coffey’in Mantık Bilimi gibi böyle bir kitabın yayınlanmasına borçluyuz: ve yalnızca, günümüzün pek çok mantıkçısının eserinin tipik bir örneği olarak, bu kitap saygıyı hak ediyor. Yazarın mantık anlayışı Skolastik filozoflarınki gibidir, ve onların bütün hatalarını yapıyor – elbette Aristoteles’e alışılageldik gönderilerle.. Yazar, modern matematiksel mantıkçıların büyük eserini hiç dikkate almamış – mantık konusunda bir ilerleme kaydeden eser, ancak astrolojisiz astronomi ve (...) simyasız kimya yapan bir şeyle karşılaştırılabilir. Türk makam müziği, kökeni Orta Asya’ya dayanan, Çin, Hint, Fars ve Ortadoğu kültürüyle yoğurulmuş, çok kültürlü yapısıyla oldukça zenginleşmiş bir müziktir. İslâmiyetin kabulüyle Orta çağ İslâm dünyasının en önemli kuramcılarından olan Kındî, Farâbî ve İbn-î Sînâ yapmış oldukları çalışmalarla Türk makam müziğinin gelişimine büyük katkı sağlamışlardır. Türk mûsikîsi en büyük gelişimini Osmanlı devleti zamanında göstermiştir. Padişahların birçoğunun mevlevî tarikatına mensup olması bu bağlamda mûsikî ve edebiyata hâkim olmaları gelişimi sağlayan en önemli etkenlerdendir. Türk makam müziğinin gelişiminde Doğu coğrafyası ile olan (...) etkileşiminde önemli payı vardır. Safüyiddin Urmevî ve Abdülkâdir Merâgî yazmış oldukları eserlerle mûsikînin şekillenmesine büyük katkı sağlamıştır. On beşinci yüzyıl Türk makam müziği adına yapılan kuramsal çalışmaların arttığı, yapılanmanın hızlandığı ve günümüz mûsikî nazariyatının şekillendiği bir yüzyıl olmuştur. On altıncı yüzyılın sefer ve fetihlerle geçmesi mûsikî adına bir duraksamayı da beraberinde getirmiş, On yedinci yüzyıl ise özellikle bestecilik alanında önemli gelişmelerin yaşandığı bir dönem olmuştur. Çoğu müzik tarihçisi bu dönemi klâsik dönem olarak kabul etmiştir. Çalışmanın başlığında da belirtildiği üzere Hatip Zâkirî Hasan Efendi bu yüzyılın dini form besteciliğinde en önemli isimleri arasında yer almaktadır. “Gerçekten Öyle mi Olmuş?” kitabında, tarih disiplininin nasıl bir süreçten geçtiğine kısaca değinilerek küresel gelişmeler ışığında hangi yönlere evirildiği konu edildi. Çalışma, bir anlamda tarihin ve tarih eğitiminin varlık-amaç işlevlerinin belirlenmesinin temelinde yatan nedenleri, geçmiş-gelecek diyalektiği çerçevesinde sorgulamaya dayandı. Bu bağlamda geçmişin çağrışımının siyasetle ilişkisi, günümüz bilgi teknolojilerindeki değişim, dördüncü sanayi devrimiyle dönüşecek toplumsal yapının dinamikleri ve en nihayetinde toplumun geçmiş ve gelecek algısı ile bu algının post-truth (gerçek ötesi) dönemdeki yansımaları örneklerle ele alındı. Post-truth olarak adlandırılan bu yeni dönemde, (...) tarihçilik açısından problematik görünen üç ana konu incelendi. Bunlardan ilki, tarihin ve tarihçiliğin geleceğine ilişkin riskler ve tehditler. Diğeri, ilkiyle bağlantılı olarak tarihin öteden beri siyasiler tarafından bir meşruiyet aracı olarak kullanılıyor olmasının günümüzdeki durumu ve suistimaller. Son olarak da yeni medyada üretilen tarihsel bilginin gerçekliğinin denetlenememesiyle ortaya çıkan ve toplumsal kutuplaşmalara yol açan bilgi kirliliği. Böylelikle, post-truth çağında gerçeğin peşinden koşan tarihçilerin ve tarih severlerin, yeni medya ve onun uzantılarıyla nasıl yüz yüze kalacağı konusunda bir resim sunulmaya çalışıldı. Amacımız, bu üç soruna çözümler getirerek konu sonlandırmak olmayıp konunun özellikle akademisyenler tarafından tartışılmasını sağlayacak bir gündemin oluşturulmasıdır. (shrink)

Müslüman bilim adamları, namaz vakitlerinin hesaplanması, kıble yönünün tespit edilmesi gibi nedenlerden dolayı astronomi ilmi ile İslam’ın erken dönemlerinden itibaren ilgilenmeye başlamışlardır. Bu bilim dalıyla yakından ilişkili olduğu düşünülen İlm-i aḥkâm-ı nücûm’un, astronominin bir parçası olduğu iddia edenler de olmuştur. Ancak, içindeki “ahkâm” ifadesi nedeniyle birçok ilim adamı bilimler tasnifinde, İlm-i aḥkâm-ı nücûm’u, astronomiden ayrı tutmuş onu doğal ilimlerden saymamışlardır. Birçok İslam Devleti’nin yöneticisine çeşitli ahkâm risaleleri sunulsa da müneccimbaşılık bağımsız bir kurum olarak Osmanlı Devleti zamanında, II. Bayezid döneminde teşkilatlanmıştır. (...) Bu dönemde müneccimbaşı, ikinci müneccim ve müneccimlerden oluşan bir heyet oluşturulmuş, zaman zaman birtakım değişikliklere uğrasa da kurum varlığını Cumhuriyet’e kadar devam ettirmiştir. Bu makalenin amacı Osmanlı Devleti’nin bir kurumu olan Müneccimbaşılık kurumu hakkında bilgi vermek ve 1712 yılında yayımlanmış bir ahkam risalesinden yola çıkarak bu tür risalelerde hangi konuların ele alındığını ortaya koymaktır. Devlet Arşivleri Genel Müdürlüğü Osmanlı Arşivinde tespit edilen belgeler ışığında bu çalışma yapılmıştır. Yöntem olarak Arşiv ve literatür taraması yöntemi kullanılmıştır. Makalenin cevap aradığı soruların başında Kur’an-ı Kerim ve Hadislerde gaybın bilgisinin yalnız Allah’ta olduğu vurgulanmasına rağmen Osmanlı devletinde bu kurumun varlığını nasıl devam ettirdiği ve bu ilimle uğraşanların bu eleştirilere nasıl cevap verdiği, ahkamlarda hangi konulara değinildiği? Gibi konular gelmektedir. Makalede ulaşılan bazı bulgular şunlardır: Bu kurumun temel görevi namaz vakitlerinin belirlenmesi, ramazan hilalinin gözlemlenmesi, eşref saatinin tespit edilmesidir. Bununla birlikte bir yıl içerisinde meydana gelecek olan olayların bilgisine de ahkâm kısmında yer verilmektedir. Bazı padişahlar yapacakları işleri müneccimbaşının bilgi notları doğrultusunda gerçekleştirmeyi önemsemişler, hatta farklı coğrafyalardaki yöneticilerden müneccim talebinde bulunmuşlar, bazıları ise önemsememişlerdir. Bu ilimle uğraşanlar genellikle usta çırak ilişkisi içerisinde yetişmişlerdir. Bununla birlikte farklı meslek gruplarına mensup olanlardan da bu ilme heves edenler ortaya çıkmış, kendilerinin görevleri olmadıkları halde ahkâmlar hazırlamışlar ve bu ahkâmları padişahlara sunmuşlardır. Bunlardan biri de Vakanüvis Naîmâ Efendi’dir. İlk resmi Osmanlı Vakanuvisi olan Naîmâ 17. yüzyılın sonları 18. yüzyılın başlarında değişik idari görevlerde bulunmuştur. İki defa görevinden azledilmiş dönemi araştıran tarihçiler tarafından buna gerekçe olarak Naîmâ’nın düzenlemiş olduğu ahkamlar gösterilmiştir. Naîmâ bu ahkamlarda kendince tespit edebildiği olumsuzlukları açık bir şekilde kamuoyu ile paylaşmıştır. Bu da dönemin idarecilerinin düşmanlığını kazanmasına neden olmuştur. Ancak Naîmâ ahkam yazmaya devam etmiş, yüksek bürokrasiye dönebilmek için 1712 yılı için hazırladığı ahkamında siyasi bir dil kullanmıştır. Ona göre bu bir ilimdir ve bu ilimle uğraşmak İslam’a aykırı bir durum değildir. Verdiği bilgiler ise iddiadan uzaktır. Mesela padişahın yaşamını sıhhatli bir şekilde uzun süre devam ettireceğini, 1712 yılı için bir iki çocuk sahibi olabileceğini, gezegenlerin konumlarından deprem ve yangın emaresi olduğunu, ancak bu yangın ve depremlerin gerçekleşme ihtimalinin düşük olduğunu risalesinde belirtmiştir. Devletin eski gücüne kavuşması için yapılması gerekenlere de değinilmiştir. Üzerinde durduğu önemli konulardan biri donanmadır. Donanmanın güçlendirilmesi için sicili temiz, görev bilincine sahip yetenekli denizcilerin istihdam edilmesini, korsanlık yaparak, halkın malını, canını tehdit edenlerin ise yakalanıp cezalandırmasını önermiştir. Devlet bürokrasisinde liyakatli kişilere görev verilmesinin önemi üzerinde durmuş, bununla birlikte kendisine üst düzey bir görev verilmesini de istemiştir. Ona öre eski ihtişamlı günlere tekrar kavuşmak için taşraya atanan bürokratların işin ehli olanlar arasından seçilmesi gelmektedir. Yine istikrarı sağlamak ve devam ettirebilmek için teftiş önemlidir. Denetim mekanizması çalıştırılmalı yetersizlik gösterenler yolsuzluk yapanlar halka zulmedenler derhal görevden alınmalıdır. Devletin halk içerisinde güveni yeniden tesis etmesi için asayiş olanlara karışanları cezalandırmasını, cezasını çekip ıslah olmuşlara da af çıkarmasını tavsiye etmiştir. Devletin gerilemesindeki iç nedenler üzerinde durmuş ancak dış nedenler üzerinde durmamıştır. Bununla birlikte pozitif bilimlere önem verilmesine değinmiştir. Osmanlının sürekli mücadele içerisinde olduğu Batı’nın hızlı bir şekilde ilerlemesi üzerinde yani her ne kadar gerilemenin dış sebepleri üzerinde durmuş olmasa da pozitif bilimlere önem verilmesi üzerinde durmuştur. Geçmişte yazılan ve kütüphanelerimizde çoğu yazma hâlinde duran pek çok ilmî eserin isim, müellif ve mütercimlerinin tespiti konusunda ciddî hatalar yapıldığı görülmektedir. Bu da bir kısım önemli eserlerin gün yüzüne çıkmasını engelleyerek sahip olduğumuz hazineden gereği gibi istifade etme imkânını elimizden almaktadır. Bu minvalde bazı araştırma ve kütüphane kayıtlarında 15. yüzyıl Osmanlı âlimlerinden Mûsâ İznikī’nin (öl. 838/1434-35 [?]), Ali b. Muhammed el-Hâzin’in (öl. 741/1341) Lübâbü’t-teʾvîl fî meʿâni’t-Tenzîl adlı tefsirini tercüme ettiği bilgisi yer almıştır. Aynı şekilde yine 16. Yüzyılda yaşamış bir (...) Osmanlı âlimi ve divan şâiri olan Muslihuddin Mustafa Sürûrî’nin (öl. 969/1562) tam bir Türkçe tefsir yazdığı iddia edilmektedir. Bu iki iddia, sonuçta aynı mütercim üzerinde birleşmeleri sebebiyle ortak bir noktaya sahiptirler. Bu makalede, bahsedilen iki eserin asılları ve tercümeleri etrafında bir araştırma yapılarak bunların gerçekte kime ait oldukları ve isimlerinin ne olduğu ortaya çıkarılmaya çalışılacaktır. Bu tür araştırmaların kütüphanelerimizdeki binlerce eser için âcilen yapılmasının bir zaruret hâlini aldığı âşikârdır. Zira bazı araştırmacıların bu tür yanlış bilgiler üzerine yüksek lisans ve doktora tezleri binâ ettikleri ve çeşitli makaleler yazdıkları görülmektedir. Bu makalenin maksadı, yukarıda zikredilen ve haklarında yanlış bilgiler ile bazı kapalı noktalar bulunan iki eserle ilgili bir takım yeni tespitleri ortaya koyarak hem ilim dünyasına katkıda bulunmak hem de bu alanda yapılacak çalışmalara olan ihtiyaca dikkat çekmektir. Doküman tarama, veri toplama ve veri analizi yöntemi kullanılan bu araştırma neticesinde şu sonuçlara varılmıştır: Mûsâ el-İznikī’nin tercüme ederek Tefsîru’l-Lübâb ismini verdiği eser aslında Hâzin’in Lübâbü’t-te’vîl’i değil Necmeddîn-i Dâye’nin (öl. 654/1256) Baḥrü’l-ḥaḳāʾiḳ ve’l-meʿânî isimli tefsirinin muhtasarıdır. Bundan hareketle tespit edilen diğer bir nokta da şu olmuştur ki günümüzde et-Teʾvîlâtü’n-Necmiyye ismiyle meşhur olan eser Dâye’nin kaleme aldığı tefsirin orijinal hâli değildir. Dâye zâhiri ve işârî tefsîri cem eden mufassal bir tefsir telif etmiş, müridlerinden biri olan Şemseddin Muhammed es-Savcı da, zâhirî tefsir kısımlarını çıkarıp sadece işârî yorumları bırakmak sûretiyle bu eseri telhis etmiştir. İznikī de işte bu telhisi tercüme etmiş ve eserine Tefsîru’l-Lübâb ismini vermiştir. Sürûrî’ye nispet edilen tefsirin de onun tarafından telif edilmediği tespit edilmiştir. Yapılan mukayeseler neticesinde bu eserin Ebü’l-Leys Semerkandî’nin (öl. 373/983) Tefsîrü’l-Ḳurʾâni’l-Kerîm veya Tefsîru Ebi’l-Leys̱ es-Semerḳandî diye anılan ve bugün Baḥrü’l-ʿulûm ismiyle basılan kitabının tefsîrî bir tercümesi olduğu ortaya çıkmıştır. Bu tercüme bazı kaynaklar ile kütüphane kayıtlarında aynı anda hem Ahmed-i Dâî’ye (öl. 824/1421’den sonra), hem İbn Arabşah’a (öl. 854/1450) ve hem de İznikī’ye nispet edilmektedir. Farklı kişilere nispet edilen nüshalar karşılaştırıldığında hepsinin aynı eser olduğu görülmüştür. Bazı kadîm nüshalarda görülen ferağ kayıtları ile yazma nüshalar üzerinde yapılan incelemeler bu tercümenin de yine İznikī tarafından yapıldığını göstermektedir. İznikī bu ikinci tercümesine Enfesü’l-Cevâhir ismini vermiştir. İlim dünyasında bu isim konusunda da bir karışıklık olmuş, bazı araştırmacılar onun Hâzin tefsirinin tercümesine verildiğini zannetmişlerdir. Ancak ilk devir yazmalarında bu ismin Semerkandî tefsirinin tercümesine verildiği açıkça görülmektedir. Kütüphanelerimizde Enfesü’l-Cevâhir’in muhtasar nüshalarına da rastlanmış ancak bu ihtisar faaliyetinin kimin tarafından yapıldığı tespit edilememiştir. (shrink)

Heidegger has been blamed for being obsolete, irrelevant, ignorant and even dangerous in relation to contemporary philosophy of technology. Based on mainly two texts from Heidegger’s post-war production, “The Question Concerning Technology” and “Only a God can Save Us”, this commentary to Don Ihde’s article tries to show how Heidegger actually makes sense to philosophy of technology. The sheer fact that many postmodern thinkers, among those Don Ihde, are constantly ‘measuring’ their line of thoughts and use of concepts against Heidegger’s (...) original thinking is proof of this relevance. I think that Heidegger, despite his despicable political and moral convictions, is needed when it comes to a critique and understanding of contemporary technological innovation and development in relation to what it means to be human. Most important is to stress that Heidegger was not a technodystopian, which a thorough reading of the two selected texts clearly shows. On the contrary, Heidegger points at the existential dialectical essence in technology, which means that both damnation and redemption can be mediated by technology. (shrink)
